Below is a joint statement from the Council’s Democratic Caucus on the latest financial misstep by the administration. As the city’s fiscal year came to a close, the administration failed to file the 2023 audit.
We have been critical of the administration’s ability to effectively oversee the city’s budget and finances, and this is another reminder of why we continue to press for more transparency from the mayor on these issues on behalf of taxpayers.

STATEMENT FROM TROY COUNCIL DEMOCRATS ON MISSED DEADLINE FOR FILING 2023 AUDIT

Troy, New York (Jan. 15, 2025) - Council President Sue Steele and Councilmembers Katie Spain-McLaren and Aaron Vera today issued a joint statement after learning the administration’s failure to file the 2023 financial audit by the Dec. 31, 2024 deadline.
“This week, we were notified by a constituent that the Mantello administration formally notified the Municipal Securities Rulemaking Board about their failure to file the completed 2023 financial audit. Their ongoing inability to complete this financial document risks the city’s credit score, something which was painstakingly rebuilt under the Madden administration and prior city council.
“We are also concerned and disappointed that the City Council Democratic caucus was not informed of this latest missed financial filing. Mayor Mantello needs to explain to Troy residents and taxpayers how, despite having paid multiple financial consultants over $300,000 to complete this work, the financial statement audit from two years ago is still incomplete. After almost 13 months in office, the mayor must stop blaming the previous administration, take responsibility for this latest failure and provide immediate answers to these questions.”
Since January 2024, the Democratic Caucus has been pushing for greater transparency from the administration on Troy’s finances. The city comptroller position was vacant from early July 2024 after the previous city comptroller resigned abruptly following serious questions raised by Democratic councilmembers on missing quarterly financial reports and audit documents.
